Where is the fuse for the shifter bulb on a 2002 toyota camry

Most shifter lighting is not a standard bulb. It's similar to a thin belt that has electronic components. this is located in the shifter itself. Might want to remove the cover and check to see is you can replace the item your self.

All four cylinder are misfiring, scanner said to replace the MAF sensor any ideas?

Could be the ignition wires, they can rub on the underside of the hood, and cause that. Could be low fuel pressure, pumps do go bad. Could be clogged fuel filter, etc.

Cigarette lighter sockets no power

Cell phone chargers commonly blow the fuses at the power points. It seems that our charger adaptors do not match the socket properly, and the positive part of the charger hits the negative of the socket, resulting in a blown fuse. If you have a charger, and it works, leave it in the socket. Don't take it with you. Repeated insertions of the adaptor to the socket magnifies this issue.

What would make my car cut while driving and restart almost immediately when i engage the starter?

Given all the electronic sensors an engine computer an such ,I wouldn't think it would be spark plug's . Bad spark plug's would cause a engine misfire , which would cause the check engine light to come on steady or flashing . When flashing means it could be causing your catalytic converter damage. No I would suspect a sensor is going bad . crank , cam , mass air flow or maybe a main EFI relay . With out test it wouldn't be a good idea to just start replacing parts. That would get expensive , your best bet would be to take your vehicle to a qualified repair shop .
