How do i remove panel under steering wheel 1998 toyota corolla?

If you look you should see between two and four screws down inside of recessed holes, take them out and the panel will drop down.

Accessing trunk through back seat

remove the buttom where u seat -then look
under the buttom of the back side for 2
fastners and remove them , then push up and lift out of the way u are there

4ac engine. What causes backfiring?

This can be caused by improper engine timing. Has the timing belt been worked on? Consider inspecting it to see if the timing marks are lined up properly. Another possibility is a too-lean mixture, cause by an air leak in the intake, or too-low fuel pressure. Inspect the flexible bellows in the intake tract for splits, and have a mechanic measure fuel pressure. I'd advise against the old method of measuring fuel delivery quantity in a given time, it is too dangerous. .

Where is the cigarette lighter fuse on 1998 corolla

Those answers are wrong! It's behind the little storage compartment to the left of the steering wheel. You can pop that little flip-drawer out and there it is. (Lighter fuse is three down all the way to the right.)
