Seat belt on 1994 toyota small pickup will not retract drivers side
Good advice f/Steve...
The "DRIVER'S" seat belt (smart/safe driver) will get
the most USE/Abuse...
As will the "belt".
The most COMMON FAILURE will be the RETRACTOR spring.
A cheap part...
Likewise the BELT will also be well worn.
My BEST SUGGESTION would be a UPHOLSTERY shop..!!
Junk yards are cool.. but if you go after the DRIVER's
seat belt... It will be the MOST WORN belt in the vehicle.
Beware.

I have a 94' Toyota pick up truck. 2wd, 5spd and
Sounds to me like your transmission is just plain worn out from running with no fluid in it. I have an early 5 speed from the 1988 Toyota that works fine if your interested. I have the same from an "84 in my "86 Toyota pickup I just took off the road last January. The '94/'95 should be the same if you want to keep your truck on the road. Mine had frame rot, typical of these trucks.

If you feel okay driving it,then go to Auto parts store,Autozone,Orielly's,or Advance, they can check your battery and alternator while it's running,it's free and only takes a few minutes, make sure your battery connections are good,to test the starter, you will have to take off and take it to them to test.Usually a clicking noise is a bad starter, but you never know. Here's a link on testing and replacing your starter.

1994 Toyota pickup, 6 cylinder,
check the drain on the battery, with the ignition on, it could be a faulty starter motor or a bad earth, check the earthing strips for damage, and the shell earths. battery could be arcing in the starter motor this would heat up the motor very quick and flatten the battery.

Idles rough with blacksmoke. Also check engine light on!
Here is a long shot for you.
I had the same problem with a couple of vehicles.
It turned out to be an engine sensor, like a temperature sensor, but this sensor was hooked to the computer instead of the temperature gauge.
The sensors were used on many cars, and in fact, were identical for many vehicles about the time of yours.
When defective, they told the computer it was -20 degrees outside, so the computer dumped gasoline into the engine like the old hand-choke would do.
That is the source of the black smoke and the engine light being on.
God bless your efforts.
