Make sure your handbrake cable is adjusted properly. Adjust the rear brake shoes down to where the wheels turn freely with the linings only just touching the drums. Be sure to pump the pedal a few times after adjusting, then try again.
The front wheels (pads and calipers) will just about never bind, so concentrate on the rear wheels. If you do suspect the front wheels, release the bleeder valve for just a second and then try again.

There are several things that can make a hand brake stick on. It possible the cable attached to the leaver has come off it guide. There is a cable running from each rear wheel to the handbrake leaver , a inner cable running through a outer housing , chick that the inner cable is free to move back and forward . if all the cables are free to slide adjust the rear brakes and hand brake as instructions . Slacken off the hand brake cable adjustment. Jack up the rear wheals and adjust the brake shoes till the brakes lock, then back off till the wheels are free to turn. Then pull the hand brake leaver on two clicks and adjust the hand brake cable till the rear wheels just start to bind, release the hand brake leaver and check the wheels are free to turn.

Using a test light connect the lid to NEGATIVE and start the engine with A/C on.back probe the positive terminal on the fan.If no power test the fuse. if fuse OK switch the relay with the horn relay and test again. if you have a power to the fan connector switch the test light lid to POSITIVE on you battery and test for good ground to the fan.some times ground wire can corrode and create a lot of problems. If you have good Power and Ground replace the fan.

You didnt specify which transmission your car has,the 3 speed,model A131L,or the 4 speed A245E.Both transmissions basically have the same elements applied internally when acquiring Reverse gear.Forward clutch off,Direct clutch and Low Reverse clutch applied.The major difference between the two available transmissions for your car is,the 3 speed trans is totally hydraulic,no electronic controls,while the 4 speed trans is totally electronic control.Check the fluid level first,regardless of trans model.If your car has the 3 speed trans,it is likely an internal trans problem.Same thing for the 4 speed model,with the exception that the problem could be the electronic solenoids malfunctioning.The solenoids should be deemed defective or good,before a determination is made.

It's probably the 02 sensor (technically dealing with the exhaust) which will make it fail emissions. I have been told it may also be a dirty mass air flow sensor, which is located in the same housing as the air filter box. I am having the same problems myself, and the car is hesitating and has no power.
