The ECU controls the fuel pump at all times and keying off any ECU resets the ECU, totally. (not most DTC errors)
no engine stated, or country,(some have different parts, so....)
why not post the symptoms so pro's can give tests and advice.

All fuses tested good, (not gander'ed) 12v on both side key on.
do head lights work with full brightness?
key on CEL glows.?
Is immobilizer lamp glowing?
scan tool shows no DTC errors cranking ? for 5seconds?
none. so.
got spark on all cylinders?, if not, the PCM cuts fueling, by LAW.
that is correct. if the ecu even thinks spark is bad it CUTS FUEL.
so not scanning it ,is a failed moment.

what's next?, well that depends on above discoveries.
does test fuel fail? need a video for that?
in the usa, any scan tool works on any 1998 car. so scan it.
