The steering wheel keeps
Likely there's a sticking valve in the steering unit...try changing oil, or steering box will need to be replaced or serviced (rebuilt) I've used lucas conditioner with some success on these. (depends on how bad it is...sometimes takes a few days to work though)

97 jeep Cherokee clutch will not depress to start the engine
Now you need to bleed the clutch at the clutch slave cylinder down on the transmission to restore the clutch.
Put a wrench on the bleed valve and open it, then lightly close it. Now have someone pump the clutch a couple of times to build pressure. Then while the clutch pedal is slowly pressed down open the bleed valve, then close valve as pedal gets to floor. Repeat this bleed process until a steady stream of brake fluid comes out the bleed valve. Then you should have a good clutch again.

Jeep wont start
The problem could be many things. If the sound of the engine turning over is faster than normal, than it IS the timing belt.

Miss fire on plug 1 and 3
try changing spark plugs from no1 cyl to no2 and no 3 to no 4, clean plugs before changing, run engine if plugs 1 & 3 are now wet they are not firing, you have determined by doing this, that plugs are ok, so the fault has got to lie either with plug leads or distributor cap

Check engine light codes
The codes are standard Chrysler fault codes, here is a
LINK to a site where you just type in the code for the definition, it only accepts standard OBD2 fault codes 1996 up model years.

My jeep is acting like it's choking and sputtering.
O2 sensors will not cause this symptom. Have the fuel pressure tested with a special test gauge and also clean the inside of the Mass Airflow sensor with the special spray they make and change out the air filter to the engine if it is dirty.

What is a bad crank sensor. My 97 grand Cherokee
The crank sensor Is an input to the PCM. It is used to detetect RPM and may control spark and/or fuel. a bad crank sensor can manifest as prolonged cranking, stalling, not starting... It happens to be a pretty common issue with Jeeps in my professional experience.
