Tracing a wireing short on a car
Your fuse should get power anytime the ignition is set to on, despite the position of the switch. First make sure your fuse is the correct amperage, second test the wiper motor as it may be shorted and causing the problem. If all that checks out ok then you have a short. When dealing with shorts you can spend countless hours unwrapping wires and inspecting harnesses. What I usually do is isolate that circuit, remove it by cutting it on either end and running a new wire in its place. I always make sure to solder to make good connection with low resistance and heat shrink wrap to protect the connection.
Car struggling to start, NOT Alt/Batt
Here are a couple of ideas for you. Even though things were replaced, it is not clear they are working. Just as a process of elimination, it sounds like the battery runs down which would be consistent with weak or no charging. If you have a voltmeter, put it across the battery terminals while the engine is running and confirm that the voltage is around 13 or 14 volts which would indicate that it is being charged. That would eliminate the new alternator. Another possibility is a bad contact at the battery terminals. Since the battery was recently replaced, that is a good possibility. Make sure the terminals are clean and tight. These are the first level checks you should make before going deeper into other possibilities. G

Your starter is probably going bad. If it strands you and won't start, try banging on the starter (hard) and if it starts, then your starter is bad.
Fuel Filler Lid won't open
it sounds like you have a broken cable that connects from the inside of the car to the release of the gas tank. now the other release ( you said the book says is in the trunk on the lefthand-side ) it is probably under the lining of the trunk because most of them are not in plan sight for you to see.
Turn key wont start no clicking sound no sound at all
If your lights and horn etc work then it's not your battery so it could be your starter motor stuck. With the ignition off, try putting it in gear then pushing from the car hood/front to gently rock the vehicle back and forth. It should only move a few inches as its in gear. This MAY free the bendix in the starter motor (if this is the cause). If it does work then remember its sticking for a reason... Have it stripped and cleaned!
