Front washer fluid does not pump, rear one does
Sounds like the pump is nacked. Or it may be a wiring earth fault. Find the wiring connector get a earth/Grong test light. Connect it to the positive and a good earth point on the car have some one work the stalk in the car and see if you got power if not it ll be the fuse, the pump or a busted wire in the line

There is no recall on the cylinder heads of a Navigator,if it was then the repair would be free,so he must be refering to a technical service bulletin.
The problem with having head redone is if they resurface the head then the bolt holes in the front timing chain cover will not line up with the bolt holes in the head when you reinstall the cover. Ford has recently come out with oversized headgaskets for this purpose so it is do-able now but it would have to be done by a machine shop fimilar with this proceedure.We tried to have this done one time by a local machine shop here and it was a total disaster.Wound up replacing heads anyway. The problem with this type of repair though is that the dealer wouldn't be able to warranty the repair but if it saves you a couple thousand that probably wouldn't matter to you. But you would definately need to be aware of this.
Balancing a 2 piece drive shaft in place.
no, when taken out should have been marked to go back the same way. when u joints changed did they move freely or were they stiff to move if so that can cause a out of balance problem
Intermittent starting when key is turned.

there may be a fuel problem. The fuel pump may not be working properly. Also, if the vehicle has been run out of fuel, there may be air in the lines and turning the ignition off and on will turn on and off the fuel pump which could push the air bubble through the system long enough to let the vehicle run and when it is turned off the air bubble will work its way back up to cause problems again. There may be a problem with the wire from the ignition to the fuel pump as well. When it wont start, you can pop the fuel line off the fuel pump while the ignition is on, or have someone turn the engine over while the line is off and it should push fuel out. If it pushes fuel out, you may have an air bubble in the line somewhere. You can get rid of the bubble by turning the engine over and crack each injector line off one at a time while the engine is being turned over.

Fuel filter location on a 2009 Lincoln Navigator
The fuel filter is located near the left side frame rail on the fuel tank. Insert a medium flat-blade screwdriver in the the fuel filter protective cover tabs, turn 45 degrees , and gently remove the cover from the tank, disconnect the fitting from filter..

1999 Lincoln Navigator, turns over but wont start. I tried starting fluid, but still no start.
Question edited for clarity.

Any DTC Codes?
Did you disconnect the battery lately?
Is the Security Light flashing?
Do you have fuel pressure?
Check for spark?

Fuel pump driver module location
Fuel pump is actuated by the PCM. engine computer.The fuel pump module it self is in the tank. ie pump, gauge sending unit.
