As a first course of action, I strongly suggest that you remove the positive battery connector. Let it sit for atleast 5mins. then reconnect it again. This will reset the system and can get your a/c back to it's normal operation.
If the problem still persists I strongly suggest that you go for relay replacement. Relays can't be checked if it's faulty or not. You will just have to replace it or try to interchange the relays to confirm that it's the fault. I do believe that it's a relay issue.

This could be a wiring issue since the other electrical components are ok. You will have to inspect the wiring for loose connections or exposed conductors from the AC switch inside to the module and to the compressor. If you have a continuity tester it should make it a little easier.

The ECM is under hood on the firewall around the master cylinder, there should be two to three bolts that need removal to come out on front side of fire wall. Not to hard of job remove battery cables positive and negative.

The ECM only monitors many different aspects of the Engine while it's running. The only link I would see between the two is that the Cat.was that the ECM no longer works because they didnt want the Cars computer setting off any check engine lights etc. When you delete the Cat you delete the cars ability to convert bad vapors into less harmful ones. which in turn would set off the check engine light and not pass inspection.

Hi. If you are standing in front of your car with the hood up looking into the engine bay. The pcm should be located in the fire wall to your left. Reach straight back to the firewall then look to your left there should be a mass of wires going into a connector behind the connector there should be a cover with a couple of screws in it. remove the connector then remove the cover then you should be able too slide the computer out.

I can answer the first question. The year of your car will run without the cataltic converters and not affect the performance or fuel milage. Your ECM is not that sophisticated. You can call a parts store and they can tell you where the ECM is located

Before changing anything else, I would suggest getting a can of starting fluid and spraying in the air filter. If the car starts then you will know that it is a fuel problem. If it doesn't start then it is going to be an ignition problem. If it is a fuel problem, you should take off the gas cap and listen for the fuel pump to come on for about 3 seconds.If you don't hear the pump then check to make sure that the pump is not getting power. If it is getting power then it could be the fuel pump driver module. If it is getting power then it is the fuel pump.
