2003 hyundai accent 1.5L. tapping like valves need adjusted but engine has hydraulic lifters. Do the lifters need replacement?

Probably a combination of parts. Lifters and or rocker arms. Could be dirty lifters also. If your ready to change oil, what I do is get the engine to operating temperature. Pour a half quart of transmission fluid in and let it run 15 to 20 minutes. It's high detergent and helps clean out the lifters. If the lifters are tapping from dirt, this will stop the tapping or at least quiet it down some.

2003 hyndai senata, steerwheel locked up and the key will not turn at all. It's for a friend, they have tried turning the wheel both ways. While trying to turn the key as others recommended.

Try a different key if available. The one you are using may be worn? You can also try lubricating the ignition cylinder with some WD-40 to see if it helps. If this is unsuccessful, the ignition cylinder may have to be replaced

Where should I look for rain water leak?

Most water leaks come from around the windshield area. Has the windshield been replaces recently? If so it may not be sealed properly. Another area where water may penetrate is through the cowling area under the wiper blades/arm where fresh air enters the car. There are water drains under this cowling allowing water to drain and if they are plugged with leaves/debris, water will enter the vehicle. Is the vehicle rusted around the windshield area? If so, suspect this to be the source of water intrusion. Most glass/windshield repair companies will diagnose water intrusion problems
