How to chang timing belt 2005 Kia Rio
2005 ?? and only 70k ,i dont think it needs changing yet till about 120k depending on your local ambient climate ,if in a hot dry area then 7 yrs old yes change but if in a more temperate climate then it will be good for at least till its 10 yrs old ,modern belts are far superior to older ones from the 90s ,Then entrust it to a mechanic because one slip up can ruin the engine ,i would not recomend this job to a weekend mechanic who needs to ask on here how to do it ,yes i can tell you and its not difficult but the consequences of making a mistake ??

Flashing light. Been diagnosed with code
No, They are all a miss fire code, That usually has to do with the spark plugs end wires, end depending on the miles on the car end the age, They are class as a regler mantenance item on the car,It just like with oil changes,

Cranks starts but will not go?
If it starts but will not move you most likely have a failed automatic transmission. Have a local transmission repair shop confirm my guess.

How to remove front bumper
Remove screws in wheel wells holding bumper to inner fender, and fender. Then remove screw holding the splash guard to the lower bumper cover. Finally, remove screws holding the bumper cover to the core support on each side of the grill, and possibly the outer corners, near the head lamps. There will be some pin/clips retaining the bumper cover still, but separate easily without tools.

Engine lockdown
This may sound stupid but it WILL work. Have someone locate the starter. Tap it with a hammer while someone cranks over the key. If it starts it is the solenoid. Most come with the new starters. To make sure the engine is not locked up, put a socket on the Generator pulley or whatever you can and try to turn it clockwise. If it turns the engine is OK.
