The low pads side indicate that the pads are dragging probably from the caliper not being free to move on the mounting pins. Possibly also that the piston in the other side is seized and there is no braking action on that side.

As the fuel pump and gauge sender unit are in close proximity to each other I would be checking a wire connection is not loose or an earth wire left off at the tank

dont know if identical but my 98 9-3 has the data point by the radiator should be by slam panel ie the metal that connects the wings together
