Solutions for kia alternator
That doesn't sound like it has anything to do w an alternator, possibly a faulty battery but alternators do stop charging in a second.
Okay guy's and Gal's, another question on my Daughters 2004 Kia spectra. If the alternator isn't putting enough juice back in the battery, could it blow out head lights in 6 to 8 weeks?

however if the voltage is exceed by a faulty regulator, that is a possibility
the same that a faulty regulator will make it appear as not enough charging current by over heating the battery and making it appear to loose charge from damaged plates
to eliminate the alternator and regulator have them bench tested by an accredited auto electrician
what can blow bulbs if everything checks out is
loose bulb connections
bad /dirty ground points
loose wires and connections
to do this it is necessary that current has mass just like water and if the flow of that mass is interrupted it creates an a arc with a sharp rise in current and voltage ( surge )that has the possibility to over load the bulb filaments causing them to burn out
another thing to consider is the quality of the bulbs in use
El-cheapo's look the same but are prone to early failure so consider brand name from a long time reliable manufacturer
Where is the alternator relay on 2004 Kia Spectra
According to my database, no generator relay, there are a couple of fuses for gen and fusible link for generator bat terminal. You could check battery amp draw with everything off. You may have to wait several minutes before testing.
