No oil to head
Either your oil pump is bad, the pick up is damaged or your screen is clogged.
drop the oil pan and take a look at the oil screen on the pick up tube or check the oil pressure reading.
Quick explanation of how the oil works in your motor:
When you start the engine, the oil pump sucks oil from the oil pan, pushes it through the oil filter to remove dirt, and then delivers motor oil to various engine parts such as the bearings and cylinder walls through oil channels in the engine.
So! Either the filter is REALLY plugged up or you have a bad oil pump.
Have you had something bad with oil on your vehicle? Has it ever been run dry? Has the filter been replaced recently?

What is the hold light?
First thing you should do if the service engine light is on, if you can still safely drive the vehicle, is bring it to your local auto parts store. Ask them if they could plug a diagnostic reader into the OBD connector located under the drivers-side dashboard. It's important to read any error codes from the computer to aid in further diagnostics. Most auto parts stores will do this for free as a courtesy to potential customers, you just need to ask them.

Can you change the fuel pump without dropping the
The only way you can change one without dropping one is by a access hole. Look under your back seat. Take it out. If there is two compartments in the back, one of them is your fuel pump access lid. The other one is your float. If you can't get to it from the back seat, you will have to drop the tank. There is no way around it. Sorry.

Cruise control diagram 99 kia sportage
there is a vacuum control under the hood of the car usually on the drivers side and will have the throttle cable attached to it.. so follow back from the tbi near the air cleaner and you will find it..usually a round metal peice mounted with a rubber side that will flex back into itself and pull on the gas linkage to hold the speed of the car..some have moer than ne cable on them and a connector on the back with a vacuum hose connected also(or plastic tubing) check for movement and is the connection tight..repost findings...
