if some one has tried to suck gas with a hose. they could have pushed the vent line back in the tank . There is a 3/4 line inside your 2 inch to releave presure. have line checked.
Fuel volume control circuit
There are several possible causes for this symptom. Your regulator is integrated to the fuel pump inside the fuel tank. Unless the problem is in the wiring, the pump will probably need replacing. A mechanic can check the wiring for you or you can check yourself with an ohmmeter.
Cruise control, speedometer and odometer don't work
Take it to advance auto have them hook up analyzer to check for fault codes and go from there---you may have an ECM issue or short/loose wire somewhere and/or have you changed anything electrically--if not match to system---will drive ECM nuts--exe some radios are part of the functioning ECM and if these are replaced with after market or unmatched factory issue---problems will arise

Wait till the engine is cold, remove the radiator cap, start engine and look for coolant gushing out of radiator or a lot of bubbles, its possible you have a blown head gasket.
Sometimes I can't get the trnsmission out of park. The button to select will not engage
I found that if you take a pencil and poke down in the Shift Lock Override hole located on the shifter console, you should feel slight spring pressure, gently push down until it bottoms out, while holding it down shift the shifter out of park. This is not the fix,but it could allow you to use your car until it can be properly repaired.The actual problem is the shifter lock mechanism is not working properly.

code p 0440 refers to evaporative emission (EVAP) m system--malfunction===causes ---hose connections ---intake leak---EVAP canister purge valve
at this point I would be considering the purge valve as the problem as what you may be getting is a vacuum in the tank from the valve not venting properly and that would not allow the pump to function and eventually would starve the injectors
