This is a problem in the EGR or EGR control solemoid. It is indicating the EGR valve is not in the proper position. It can be a stuck egr valve or lack of proper Egr vacuum pressure to position the valve.
How do i fix a code 1406
The code is being thrown because the most likely cause is a vacuum leak. You will have to check all likely areas for such leaks on your vehicle.

Could be a temperature sensor/resistor, a relay, a fuse, or the blower motor itself. Change the fuse and relay first, then the resistor, and finally the blower motor. In many vehicles, these are wired in series so if one fails, the system will not work. A Haynes manual for your vehicle is a sound investment. Wiring diagrams are in the back section and taking a careful look will see you figuring it out in about 45 minutes. Some vehicles have fault codes assigned for such faults and you need a fault code reader to extract them. Check the manual first to determine if there is a fault code associated with that function; otherwise, the code reader won't do you any good.
