What regulates the fuel

There is a fuel pressure regulator in the fuel manifold that sets the maximum pressure in the fuel manifold . It can be controlled by a vacuum line or be pre-set. Combined with a pressure sensor in the line that stops the pump operation when the pressure is reached.

Battery draining

Check to see if there is a broken/bare wire on your horn circuit. That would explain the battery drain and the horn not working if there is a short.

2001 Jaguar S-type won't start

Check if your transmission really is in park. I once had the same problem and it was fixed by moving the stick in and out of the park stand for a couple of times. Then the red light illuminating the "P" came on and i could start again.

Has to do with the transmission cable that tends to get a bit loose.

My heater doesn't work

I got similar problem on a 1998 XJ8 a few weeks ago. It turn out to be a dead auxiliary coolant pump. This is an electric pump that help pumping the hot coolant into the heater core when the engine is at low revs. The main engine coolant pump is not sufficient to provide enough coolant throughput to the heating system on some cars, so a auxiliary electric pump is required. If this is your problem, you might still get a little hot air when driving at high speed. If this is your problem and are a do-it-yourself, you can even save the price of a new pump by just replacing the auxiliary pump carbon brushes. They are most likely completely worned after 13 years of service. My brushes have a 4x4mm section, yours might be different. If you do not find exact size, carbon brushes can be cut and/or sanded to size.
