it may not be the panel. I would check the refrigerant level as many of these systems use pressure switches. If no or low on refrigerant, then no pressure and system will not run.

The light indicates a fault exists in the system and the airbag (known as the SRS) has disabled all the airbags. You know need the fault code read to determine the course of action to repair the fault.

It's a good idea. The filter keeps particles from the clutch plates from entering the valve body. The damaged valve body is expensive.

It could have a tank full of bad fuel , if it has a drain plug drain some off in a clean jar and check it out .

possible heater control unit failure as this system has a hot/cold blend door actuator and a separate defrost floor blend door actuator so default setting is defrost for that actuator but not hot setting so controller fault is most likely
