I had my back brakes replace which are drum brakes

Okay, Sounds like you have a bad brake bleeder on the right side. Check beforehand by calling the auto parts stores to see if they carry brake bleeders. It is absolutely necessary for all lines to bleed. There is a pattern to use when bleeding brakes. The longest rear line first, next longest rear line, then the passengers front and finally the Drivers front. As each line is bled. the Master cylinder should be monitored for low fluid. When the rear brakes are working, you will hear the brake springs work when the brake pedal is pressed. It is possibly to have a plugged brake line which can only be determined once the brake bleeder releases the fluid. There can be variations in the brake adjustment, so before putting on the wheel, adjust the star wheel evenly from side to side. Hang (Fit) the drum to the axle and snug up with the lug nuts. Spin the rear wheels and note that each side is evenly touching the brake linings.

Electrical part to go on my car O2 sensor

There is no separate electrical part for the sensor. Depending on model, the sensor will have 2,3, or 4 wires out of it in a "pigtail", with a connector on the end that plugs into the car's harness.

2002 mercury sable, first ignition cranking but no start.

I would start with the fuel pump relay. The relay may not be working which would require the engine be cranked for a long time to get fuel pressure. You could also have a problem with the venting of the gas tank.

I'm getting codes, p0301 and p0316. I replaced the spark plugs and cylinder 1 spark plug was wet when i removed it. What could it be?

Code 301 is a cylinder miss on cylinder one, and 316 is a miss detected during startup which is probably caused by code 301.If the plug is firing, you could have an injector problem on that cylinder.

P1000

P1000 is not exactly a trouble code, but rather a fact code that means the system has not been run long enough to get into a full test mode. There could be a problem with the computer, or something that is keeping the system from going into closed loop where the computer uses all data from the sensors to control the engine. For example, if the thermostat does not let the engine reach normal operating temp, or the car is driven on short trips, the system may not go into closed loop.
