Check the fluid level in your front diff. Low fluid or even old dirty fluid, will cause it not to engage properly. If it's good, there is a possibility........although very remote, that the clutch packs (inside the locking hub assemblies) are worn out.
If that ends up being the case, you're probably better off just replacing them with some aftermarket manual hubs. OE hubs are dealer only if I remember correctly and being that it's a '96, it's doubtful you'd be able to get them.
I replaced the (only worked about half the time) OE auto-hubs ($290 per side for new ones) on a 1991 Geo Tracker with Superwinch manual hubs for a fraction of the cost (less than $100 for both) and they were a direct "bolt-on" replacement.
do not waste your time and money by going to workshop mechanic you better know they charge around 50$ to60$ per hour so get the service and repair manual from the given link and fix the problem by your own step by step with the help of diagram http://toolsnyou.com/
There are gas tank rebuilding/coating places where they can fix your tank and attach new connections to it.Check out that option if you are having trouble finding a better tank?
Is this a quantity of air problem or quality of the heat from the heater?
If its heat from the heater you need to first flysh and reverse flush your cooling system, includes radiator etc and use a good flushing agent first. Then replace heater water valve.
Refill and bleed out cooling system and get car up to temp.
When hot, feel pipes going into and out of heater matrix. On full heat they should both be roughly same temp, if not , replace matrix cos it must have collapsed.
Have yoy EML light checked at local garage using spec diagnostic tools.

AS long as the belt is turning properly the belt is good & has nothing to do w NO START. Double check the alarm/cutoff and all the fuses. Start w the basics. Good luck
more then likely due to faulty brake pedal sensor or shift lock. when pressing the break pedal you should hear a click at the shifter even when brake pedal is lightly depressed, if there is no audible click, issue will need to be verified if due to brake pedal sensor or the actual shift lock on the shifter,
You have to remove the rear seat first to be able to get the panel with out just tearing it apart. Your seat probably has 4 bolts/nuts holding it down. Be prepared for them to break.

I Suggest you get repair manual,there is alot involved.If you never did a clutch on anything I hope you have a freind that has changed a clutch. It would take an hour to write it all down!
I think it's coincidental; I think the air conditioning fuse or circuit breaker has blown. Check the fusebox - this fuse should be labeled "AC" or "A/C".
