is you tank the metal type if so you need to remove it and flush it out. and clean the fuel lines change the filter and clean the carb out. i only say is it metal tank as some people have upgraded the tank to plastic. also converted the engine to unleaded fuels. the lead replacement that can be left in the tank so you can use unleaded fuel is ok but you do need to clean the tank out from time to time due to oxidation on the lead, it creates a green sludge in the tank and can be dragged in to the fuel lines and get past the filter if the filter is damaged this will cause similar problems you mention.

YOU CHECK FLOAT LEVEL LOOKING AT THE SIGHT GLASS ON THE RIGHT OF THE CARBURETOR.FUEL LEVEL SHOULD ALIGN WITH THE DOT ON THE SIGHT GLASS.IF THE LEVEL IS ABOVE OR UNDER THE DOT THE CARBURETOR HAS TO BE DISASSEMBLED.TO SET FLOATS REMOVE AND INVERT THE AIR HORN UNTIL THE FLOAT ARM JUST TOUCHES THE NEEDLEVALVE OR THERE IS ABOUT 0.1 mm OR 0.004 INCH CLEARANCE BETWEEN THEM.MEASURE THE DISTANCE BETWEEN THE BOTTOM OF THE AIR HORN GASKET INSTALLED.AND THE CENTER OF THE BOTTOM OF THE FLOAT.THE DISTANCE SHOULD MEASURE 36.4 mm 1.39 - 1.47 INCH. ADJUST BY TURNING THE NEEDLE VALVE SEAT.BE CAREFUL NOT TO ALLOW THE VALVE SEAT TO PROTRUDE FROM THE SEAT ATTACHING BOSS.WHICH WOULD ALLOW THE VALVE TO FALL.IF THIS IS THE CASE BEND THE FLOAT ARM SLIGHTLY UNTIL PROPER CLEARANCE CAN BE OBTAINED.WHEN CARBURETOR IS INSTALLED CHECK FLOAT LEVEL BY LOOKING INTO THE CARBURETOR FLOAT SIGHT GLASS I MENTION IN INFORMATION ABOVE.IF YOU HAVE A 1487cc AND 1600cc CVCC MODELS WITH THE KEIHIN 3 BARREL CARBURETOR.THIS WOULD DEALERSHIP JOB.THIS TYPE IS HARD TO ADJUST.

turn idle screw down. this car may have an electric or vacume controlled idle. get a new motor for it. look on the throttle plate to make sure the cables are on correctly

this car (FSM) is like 1/2 and 1/2 it has a DASH combo meter, (CLUsTER brain,) the cluster is a computer. the gauge is part of it and key point the sender goes direct to the cluster brain unlike newer cars. so on this car, we pray it not the CLUSTER bad and immediatly test the sender we attached any ohmmeter (even a $10 walfart meter) to the sensor wires, key off, and disconnected. we do this on all cars. ever made. my online sources has zero sender spec data. but most of them are 25 to 100 ohms, full; to empty and never infinity. ohms. (resistance mode of any meter) if luckly the sender wire is cut or connector rusty. or sender is bad. the dash guage tests are in the FSM> the part is here, ID #21 test it, easy , with any ohmeter set to 200 ohm range. It is always better to replace the relay and to check the harness wiring.

sounds like the shift cable is out of adjustment

A 1983 Honda would have a distributor, so no cam sensor.You'll need to figure out if it is a fuel problem or an ignition problem to proceed.

Fuel pressure regulator needs to be replaced is it injection or Carb let me know hope this helps

HAVE U TRIED TO SEE IF U HAVE VOLTAGE AT THE IGNITION SWITCH?

1st have the battery charging system tested, the battery light indicates a problem.
