Window relay

Sounds more like a short circuit and/or wiring condition. Check for insulation cracks, bare wires, loose wires, or poor connections. Look for water damage or rusting. Fuses are not the problem.

How do i replace the front brakes on my van?

I would say to ask for a video DVD for that repair and it is available at some autoparts stores. You might try a Websearch for Videos shown by some mechanics sites. Some are free. I say this because there is the potential for an accident from driving an improperly repaired vehicle. Also since the vehicle must be jacked up off the ground, there is potential danger from that. The brakelines must also be bled and the rotors taken in for measurement. Retaining clips for the brake pads and tricks to compressing the brake calipers add to the need for a few special tools. I recommend watching a repair being done first.

Engine won't turn over

Provided battery is not dead, check your brake lights for operation. If brake lights do not come on when brake pedal is pressed, there is a switch under the dash on the brake pedal lever. The Drivers feet often move or break this switch and it needs repositioning or replacement.
