My horn keeps beeping when I am driving
have to remove the center pad of the steering wheel(should be 2 6mm bolt holding it on)on the back side of the steering wheel. once you have that off there should be (i think) a yellow wire that wire goes to the horn contact switch. replace that contact.
Blue smoke on deceleration
Blue smoke on decel is due to valve guide wear, you will need the head pulled and the valve guides replaced.

The cylinders are probably washed down with fuel and it doesn't have enough compression to start. You need to also check to see if it is getting ignition spark. There are several thing it may be. The quickest thing you can try is let it sit overnight and then in the morning push the gas pedal to the floor and try starting it to clear flood it if it is not starting due to being flooded and cylinders being washed down with fuel.You should pull out a spark plug and see if its wet with fuel. If it is remove all the plugs and dry them out and maybe squirt a very small amount of oil down each cylinder to help seal the rings to bring up the compression. Do not get carried away with putting oil in the cylinders so you dont hydro lock the engine.
1991 honda civc DX, what does twenty short blinks on the ECU mean. car is idling fast while cold and warm. what does that mean?
1991 will have a throttle cable for this car i would have thought ,just not familar with this what is obviously a american market model and possibly even a californian spec so this is way out of this europeon mechanics league .But if it does have a idle control valve then its possible that the ECU is faulty try measuring the voltage going to the valve ,4 wires and it reverses the current to go backwards or forewards ,so two wires go one way and the other two make it go the other way ,use a multi meter and see what you get ,also check the brake servo as if a diaphragm leak the it will **** in air making it idle high
