The #1 piston needs to be up at top dead center.

Carburetor flooding out
This sounds like a float problem. The carbs have a fuel chamber each and the amount of fuel in the chambers is controlled by a plastic float and needle valve. Carb will require stripping and cleaning and float adjusted. Not a job for DIY i'm afraid
My seatbelts feed out properly and retract
There is a ball inside that when you brake moves and locks the seat belt. Your best bet is to drive and see if it locks when you brake hard. If not replace it. Some cars wont lock when you pull on them only when inertia takes over do they lock.
Where is the transmission dipstick on a 1990
I only know about the dipstick for the automatic transmission.
It is located to the passenger side of center and is burried dwon very deep - you almost have to reach full-arms-length down, between hoses and air duct to reach it. It has a wire loop handle usually covered in orange/yellow rubber. All total it is about 6 inches long when removed. It is so hard to find that I thought mine was missing and bought another one before I found it.

1990?' well it depends if you want to keep the car or repair it ,at 20 yrs old ask yourself is it worth spending money on such an old vehicle or do you replace it ??

I had a 90 prelude, the code on mine was on the glove box if when opened it was on the outside of the left side when facing the glove box? not sure if all are the same??
Fan running after car is turned off. car dies and
there is a fan timer module that runs the fan if the temperature is 194 or hotter. if the module,which has internal relays fails the fan will not shut off.if you want a cheap fix,wire a relay in series with one of the fan wires so that the relay only is activated by a source of switched power from the ignition..that relay will pull about 200 ma only,so wire the relay power to a circuit like a switched power outlet,lighter or other circuit with no computers on it to control the relay.the radio circuit switched power is a good one to use,and make sure to use a 25 amp relay ,as the fan pulls about 10 amps.a bosch 4 pin will work fine.

The solenoid is on or in the starter depending on if the car has a mitsuba or a nippondeso starter.The mitsuba has to be replaced,the nippo can be repaired with a new set of contacts and a plunger.They are both located on the passenger side and can be found by following the positive cable to the starter.
Speed sensor problem
you may have more than one problem. check fuse 12 on the dash if it good then the gauge assembly may be bad.
check your transmission fluid level
check your coolant level it could make your idle speed fluctuate, if it's good then check your idle control valve.
Rpm's are high but no torque
if the catalytic converter is plugged,you will have low exhaust output.
The only sure way to tell is to disconnect the cat and see if the power changes.
