1999 Volvo S70 - Answered Questions & Fixed issues
99 s70 volvo has an intermittent starting issue.
Borrow a code reader from an auto parts store (free) and see if any trouble codes show up (the device will have instructions and is easy to use). That should give you a clue to the problem. Problem could be sensors of some kind. If no codes, could be a clogged fuel filter -- when was it last changed?

1999 S70 Turbo - radio went out then five warning lights came on. Radio went off and I continued to drive without issues other than warning lights. 60 mi later radio went off and speedometer dropped
On a web search I found several people that had similar weird dash lights/operation issues. Someone thought it might be a faulty ignition switch but that was not it. The success came as follows:
"Alright fixed the problem it was an electrical relay. If you remove the cover of the fuse box under the hood there are 4 large relays. two of them are unmarked as to what they are for but I disconnected them while the car and everything was running and it turned out that one was for the lights and the other was for the interior electrical components A/C, Radio, wipers, etc. I replaced the one that I needed and all is well now. Thanks for the help $20 for a problem that had me ready to sell the car."
Your issue may be similar .. a faulty relay in the fuse/relay box under the hood...which I think is just forward of the driver side wheel well. Usually there is a legion/map on the underside of the lid that tells you what each relay and fuse is.
Good luck on your troubleshooting

What would cause my car to burn oil ,lots of it,no smoking tho
I had a similar problem after having my oil changed at jiffy lube. The problem was that they hadn't fully tightened the oil filter, so it was leaking oil when the engine was running. They did it to me on two cars. I don't go there anymore.
If you don't see smoke, you're not burning it. If you don't see it under where you park your car, it's not leaking when the car is parked.
