My 2003 Town & Country van does not advance wow driving with the steering wheel going straight. If I turn the steering wheel to the left or right, it will move forward. When straightened out it stops

This could be the axle shafts are loose and not seating in the transmission when the wheel is straight.

2003 town and country limited - radio,interior lights and key fob will not function

Better answer, check your fuses. Not sure about your specific vehicle but most fuse box's are either under the dash or open drivers door and check for a panel on side of dashboard (where dash meets door)

What is unexpected voltage on coolant relay circuit

Basically the PCM seen voltage on a wire that wasn't supposed to have it. Usually the wire/s that run from the relays to the PCM. It could be that one of those wires shorted to positive. Also the fuse /relay panel can short on the inside.

How do I line wiper arms

With the wipers in park (turned off) wiper arms loose on the transmission set to normal place they would be when off then tighten them down

At idle, why does speedometer show about 5 or 6 miles per hour and the odometer shows the mileage going up while sitting still?

Could be a bad instrument panel(IP). Rough idle in gear could be a vacuum leak. Maybe a tune up.

3.8L loosing water from behind the inside section of engine.Suggestions?

https://en.wikipedia.org/wiki/Core_plug expensive if corroded. engine has to be taken out and corroded welsh or core plugs replaced. Had this repair done on my holden vn commodore recently. Water leaks at back of engine on sides.

Headlights won't turn off

Your headlamps are controlled by two different modules , BCM -body control module an integrated power module ! Your headlamp switch is a low voltage input to the BCM , after receiving a headlamp request the BCM sends a serial data message to the integrated power module , which then turns on the headlamps . You would need a factory scan tool to diagnose this to start . Your best bet would be to take it to a ASE certified repair shop !

Why does driver side power seat suddenly just move back and forth for only about a 1/4 of an inch?

These devices use motors with worm gears to provide the smooth operation and torque necessary to move the seat. The most common problem, other than the motors themselves failing (and since your does move somewhat, the motor is probably OK), the next biggest issue is something gets caught in the gear drive. Get a good look under the seat and see if there isn't something jamming the forward-backward motion of the seat.

Turn signal lever will not return back in place after turning

Replace it, there is a cam, latch and spring that wear out.
