Fuel gauge

you fuel gauge is a sealed unit and cannot be fixed only replaced, but your problem may be your float in your fuel tank, it could have a crack or pin hole which is filling up the float so it sinks an doesn't rise to give you correct fuel reading

1991 honda accord turns over won't start

If there was a way you could attach a flow meter, you could see if the pump is doing its job. If not thats ok. try turning it over for a few seconds and then stop and pull a spark plug and see if its covered in fuel. if it is and you have good spark and your mass airflow sensor isn't gummed up and working good, then you might have a timing belt issue or the timing is just off. if possible hook a scan tool to it and see if any codes pop up. you can borrow one from a parts store generally or if you can take it there they do it for free alot, especially autozone. hope this gives you some ideas you didn't already have. let me know.
