will or will not crank? if no crank wiggle the gear selector cranking or try cranking in neutral. (fresh contacts there) nothing to me means it will not crank. if A/T wiggle the shifter, the park lock out will allow you to shift to neutral, hand brake set. then crank. if it wont crank now, try, jumper cable cranks next. post results

you most likely have an aftermarket radio installed
the noise you hear is engine noise, if yo turn your radio off it will go away
this can be fixed by either getting better wiring for your aftermarket radio or by installing a noise filter, you can purchase that at most big electronic stores

You have to get them from a dealer, and you will more than likely need a code from the VIN off the car it came out of.

your pads are low or put copper slip on the back of them

check the cruise control actuator,cable.also, relays and switch,fuses.

Sounds like it is an HID light system on there, you can get after market bulbs MUCH cheaper then from the dealer. and with the bulb flickering first, then dying, it sounds like a bulb issue, not the ballast.

Have you tried testing the cables? If you don't have a tester you can use a bulb and some wire. If you find there is no power ,it is time to start tracing cables and look for a break. Good luck

Did you check fuses? if all fuses are good it most likely is a bulb, or the flasher it self.

check fuses & relay first.
