Yo, Codi. Your problem is a bad EGR diaphragm. It's a bad vacuum leak making it do what you've explained. Replace the Exhaust Gas Recirculation (EGR) valve and this won't happen any more. Good power on demand.

have you checked the fuses,connections loose wires, or replaced the bulbs?

There may be an adjustment bolt, called a stopper bolt, at top of pedal. Screw it out and pedal height will change.Good luck.

The ignitor is known to go out on these. I believe there was a recall a while back. I believe it sits below the coil in the cap.

I would start at the switch itself. If you are able to take the cowl off suraounding the steering column, turn the lights on to where they should be on low beams and check the red and yellow wire coming from the switch and see if there is power going through it. If you do you will need to follow that wire which goes to the fuse panel and find where the break is. If you do not then it's most likely the switch which is a combonation switch (turn signals & lights). Below I gave you a wiring diagram as well as a picture of the steering column broken down. I can tell you this, if it is the combination switch that needs to be replaced you may need to take it to somebody to replace it unless you feel comfortable in doing it yourself. I say this because the antitheft (if equipt) has to be disarmed as well as the airbags having to be disabled. The steering wheel also has to be removed. Not just an average job. 1990 , no spark at 1 spark wire pull? or all 4? or ? what about the ignition coil, got spark there? is the cam turning? does the rotor spin? cranking,? if the EFI has power, DC 12v power. and all fuses good. stalled, ever do the 60k service? the fist question on all stalls, is: 1: can you have it from stalling with a happy fright foot,???? 2: at stall, did all the electrics in the days DIE?

this sounds like a wiring issue. You are going to need a wiring diagram and follow the map and check all your connections etc and check that they are seated properly and not stripped and touching somethign else.

three bolts. Starter is at the back of the engine (left hand side) tucked in. One bolt to remove the earth wire (12mm) i think Two bolts (top and bottom of the starter) 14 or 16mm bolts undo those pull them out yank off the starter replacement is the reverse
