Well you can start at the clutch switch or the starter, whichever is easier to get to.You need to know if you have voltage on that circuit between the key switch and the starter solenoid when the clutch pedal is down and the key switch is in the start position.

The thermostat is stuck closed replace it and the problem is fixed. I would recommend replacing the hose as it has been weakened from the swelling and overheating.
