Is this a 4 wheel drive or a two wheel drive? I am assuming automatic transmission. If a 2 wheel drive automatic, it isn't designed to be towed four down. READ the owners manual. It needs to be towed on a dolly... backwards! If a 4 wheel drive, it most likely the transfer case wasn't in neutral. Also, read the manual.

my second guess, is you want to know what it is under all conditions?
easy. (the fsm, or alldata dot com ) shows that or here.
btw, the 90 , the pump only runs cranking or running never does do that key on only. (rule 1)

short answer is:
1989/90 = 34.1 to 39.8 PSI. Keyon cranking and idling.

1990 USB was not invented yet.
me, wild guessing are you asking for the scan tool port
or the DLC diagnostic port.

it is your air to fuel mixture causing that problem.
When car is cold choke is out and more fuel is given to allwo it to run.
When car warms up fuel returns to a normal level and the problem starts.
If its a carb version then they will need ballancing.
Injection model will need tuning

some of the european suzukis had 2 small wires on the starter motor solenoid.
one of these was the trigger from the ignition switch, but the other supplies power to the ignition electrics (fuel pump and coil) when the ignition is in the start position.
if the second wire is loose or broken it will cause the problem you are describing

If this is an Automatic check your transmission fluid level and if that is good and it still has this problem you will need to have the transmission serviced. If it is a standard you need to have the clutch, clutch plate and throw out bearing checked.

Check fuel pump (fuse and pressure regulator devices). Checl filter or fuel lines clogged.
