Sorry, you cannot use the word that begins with a "T" and ends with a "Y". As you can see, the automatic censoring programs grab it. They assume you are posting stuff with pornographic content. Besides, the word is "TRANSMISSION" anyway.1991 Subaru Legacy does not use a transmission "filter". There is what the manufacturer calls a "fluid screen" inside the transmission pan area which can be removed for cleaning and then, reused. It does require a new transmission pan gasket to accomplish this.
Car will not start
Well, since you had the heads off, the valve timing comes to mind...

If compression good, then did late spark burn exhaust valves and you are now chasing your real problem?

First you should see what is missing. What I mean is before you start changing parts. Check your basics. Check for fuel pressure, check for spark, check compression. After you determine what is missing then start troubleshooting that prblem, for example if you did nothave proper fuel pressure then, yes, you could have a bad fuel pump or simply a clogged fuel filter. But find out what your missing first then find out your cause of the problem.

i would check the idle air control solenoid first. simply unplug it then remove the unit and inspect the air passage for any blockage and carbon buildup. Clean it if its dirty then test it out. If the IAC is good then you should look at the throttle position sensor.

if there is no power coming out from the relay, that will be the problem. as you said it is new,check it manually by connecting the terminal into the power source and check the continuity of the the output from the source.
Sometimes there is new parts that has a manufacturer defect. try another relay.

There is a weird grinding
jack up car on passengers side and see if tire is tight, it may be a bad wheel bearing. to check, see if there is any movement in tires. rotate the tire and see if noise is there. a way to check for a bad wheel bearing is to jack up tire, then apply emergency brake and put foot on brake start car and put it in gear ( foot on brake ).release the brake real slow and the tire will spin,do not give it gas, so you can tell if the bearings are bad. be careful not to let car lurch forward! if not the bearings. you may have a worn brake pad on that side etc. good-day !!
No power going to rear
is your car a rear wheel drive vehicle? if yes, check your drive shaft, it might already be disconnected to the transmission or differential. Transmission is the one attached directly to your engine, differential is attached to the rear wheels.
