1999 should still be 5 quarts, newer ones required 6 quarts. I would add 5 check then then add the 6th if it does not show as proper amount of oil on dipstick after 5.

1999 grand Marquis will quit starting randomly without any cranking either. It will start if the car and steering wheel is shaken vigorously while turning the key. Why?

I would guess that one of the wires to the ignition switch or the switch itself is intermittent. Replacing ignition switch will likely fix it.

Starter fuse blows when trying to start car without even cranking.

I was going to say you had a short from the fuse to the relay. But since you have to play with the other relays, replace the fuse panel. Only thing is the harness goes with it. You can repair it with patience. Remove the battery and alternator cables on the side. Look down the side you will see two clips, release them and pull the panel up. There are several clips to release to get the bottom off. Repair what you see burnt.

Car won't start or even crank at all.

Check the current draw on the starter when it is cranking the car. If it is excessive it mans the starter is dragging the field with the armature because the bearings are worn out. If the current is not excessive to the starter then it is likely a short in the power cable circuit somewhere.

Where is the fuel pump relay on a 1999 grand marquis the car will not start car started wit starter fluid so its not a ignition prob the car did start wit a jump wire on the fuel pump shut off switch

The fuel pump relay is in the powerbox on the drivers side of the car. It can be in a relay trio which is hung behind the powerbox and has a slide out access to the relays inside or it can be inside the big powerbox. Usually the cover has the relay name and position embedded in the plastic.

I have a 1999 mercy grand marque, going to Chang the shocks. It ask if I having touring suspension? How do I tell if I do or not?

Probably the difference of regular shocks and air shocks. Look at the rear shocks, if you see a plastic line running to it, It is air. But you don't have to replace them with air, you can put regular ones on it.

How do i check the condition of the coils in my 1999 mercury marqui

They usually work or don't, there is no in between for those parts. They are epoxy filled so the only thing that they sometimes do is crack, Rainbow colors on the coil are signs of high energy leak, this takes a skilled eye most of the time...use a magnifying glass, it will help. That's about all you can do to them. If you need further help, I’m available over the phone at https://www.6ya.com/expert/david_4c166ba81493f541

How do I remove the intake manifold on a 1999 Mercury Grand Marquis?

If you are not confident you can get it back together, don't take it apart. That being said..You could buy a manual. If you have a library card you can search Oplin Research Database. Go to the car repair reference center and enter your type of vehicle. There will be an option for repair information. Do a search.. Or you could just unplug anything necessary, vacuum lines, wiring. Loosen any nuts, bolts, fasteners, etc. holding the intake on. Replace any gaskets you disturb. Might be a good idea to check on a gasket kit in advance. Remember what you took off and put it back on in reverse. If it is broken replace it. Hope this helps..
