if you are going to change the starter conferm that is the problem begin by removing the negitive cable on the battery pull parking brake raise car if in dought on wire removal reinstalation draw makeshift diagram.bench test starter when removed for confermation of problem.
On my 1991 mercury capri
The cams make 2 complete rotations for every 1 rotation of the crank so you could be out of time by 180 degrees.With the valve cover off turn the engine over by hand. As #1 piston comes up on TDC the intake valves should be open and starting to close. As you go past TDC the exhaust valves should start to open. If this is not what is happening in this order then your timing is off. Your engine should be at TDC when the timing marks are lined up with the marker on the engine. Hope this helps.

If you replaced both the alternator and battery and the car starts, if even only for a day, then it has to be the wiring from the alternator to the battery. Thats the only other thing I can think of. Check that or just replace the line and let me know how it goes.

sounds like an electrical problem. Maybe you have a water leak and it's dripping onto PCM, engine computer. I think it is under dash on passenger side. or in right kick panel.
get one at car-part.com if necessary or ebay. stop water leak first. report findings

Check your alt.. alt voltage output should be at least 13.2, sounds like it's not charging and your possibly running off the battery, as for the dash and tail lights, there both on the same system, check the fuse.
My 1991 non-turbo Mercury Capri
charge the battery and once fully charged, do a LOAD test on it, clean all the connections and start the car ,, check the voltage at the battery posts with the car running, you should get between 13.5 and 14.5 volts, if not, replace the alternator , if you do, the battery and the cables just needed some attention

Remove the undercage protective shields to expose it.

Where is the 4 way flasher relay?
Turn on your turn signals. You'll hear a clicking under the dash. Follow the click and you'l find that one. The other isn't far away.
Need to replace tail lights
Pretty basic stuff...open the trunk and move the trunk liner material away from the rear of the car to expose wiring for the tail lights...there are 3 light bulbs per side, the backup, brakes and tail lights...just twist the plug where it connects to the lens assembly and the socket will come out...remove the bulb and take it to the auto parts store to make sure you purchase the correct replacement...if your lenses are broken, there are 6 nuts to remove that lets the entire lens assembly be removed and replaced with one from a junk yard, you cannot buy these new anymore...good luck...

You probably already have this fixed, but it could be several things. Most likely is the ignition module in the distributor (easy fix) or the timing belt has broke (not so easy fix) Those are the two mostly usual things causing the 91 Capri to not run
