do not read posts of persons guessing, (using wrong books and years) my answer now is 1995 WJ, USA version not export.
so.... The below is USA WJ facts, not guess, not generalities.
but is the odometer working.????????????
did you:
check fuses first? (has 2) my guess they are good, as other parts work.in the VIC.
did you scan it yet? (or do the flash codes , diagnostic)

to diagnose something or fix it takes knowing how it works.
guessing is folly here.
the speedo on this car works off the CCD network,
in said car. (all 100% computer tech)

and the VIC self tests. run those yet>? its easy just read that same 8E chapter. and see flow chart there, for VIC.

if you scan the PCM does the PCM DUMPS out VSS errors.!@!!
its all 100% computers and sensors now. 1993 up.
GC was early in this era, for that.fact.

The PCM sees SPEED< and then sends DATA to the VIC
via the CCD network, so if DATA is missing?, both the speed and miles fail(odometer)
easy huh? the below has computer, and talks on this network.
scan the pcm. first, (after fuses)
there is other issues here, the VIC is married to the PCM.
(due to odometer laws here in USA) so that can be a pain, on all cars. made here.

this is the VIC schematic, all information is transmitted with DATA.

and a network chip. c1 and c2 twisted pair, Called CCD.

it works not unlike your PC computer monitor, see?

no miles stated, 400k miles> or 100 = 100k?
if any 95 has 100k miles that be like a new car. no ?
5k /year, wow...
trouble is i cant drive car. and see this effect.

the issue is acceleration, right? :called Hesitations !
and only happens on a hot engine , yes?
and never happens wide open throttle.? correct?
HAPPENS:
only when tipping in the throttle at cruise. (then self corrects )
THE TPS sensors does that.
The TPS is a demand sensor. it sees driver DEMAND
acceleration, and this is detected and the PCM goes to ENRICH mode. this is done or the engine goes LEAN until the MAP BARO READINGS, catch up and correct fueling.
that is my wild useless guess. (not driven and me not scanning the PCM while it fails.)

The TPS is a rate of change sensor.
This is because all air meters made are slow.
The TPS hides this fact. until bad.
there are other causes,but im not there with my scan tool..

ok the SCAN tool shows why?
did you scan first?
if not this work will be impossible.. see why?
eg; DTC errors
wrong key
comm errors to SKIM
SKIM dead.
etc.....

i have an innova 3160 (at home) that scans and works 100% for all passive scans and all factory codes. (some tools dont do jeep codes)

buy the tool or tow car to any ASE mech to do same
he will. after checking all fuses first.

the ASD relay caused the stall. or no start.
if the realy drops cranking
the scan tool told you why there are 8 reasons, stated .

The 1995 Jeep Grand Cherokee Laredo Anti-Theft System is equipped with Vehicle Theft Security System (VTSS). VTSS system monitors vehicle doors, hood, liftgate and ignition. If an attempt is made to enter or operate vehicle without proper disarming of system, vehicle horn will sound, headlights, taillights and parking lights will flash, and engine will be prevented from running.

The following wiring diagram and electronics circuit contains detail schematics of The 1996 Jeep Grand Cherokee Laredo Anti-Theft System. Herein you will find interconnection between electronics parts of the system such as body control module, auto headlamp light sensor. VTSS led, driver door module, passenger door module, cylinder lock switch, junction block, power distribution center, and grounding. Your best bet is to buy a Haynes or chiltons manual for your vehicle. It will have the locations of the sensors as well as a wealth of other ideas and short cuts. I Purchased one for my Dakota thru ebay for about 10 dollars.

Location of oil pressure sender unit depends on what engine you have. There should be one wire going to sender, and if it has come off, gauge will read zero. 4.0 inline 6 has sender low on passenger side of engine, above the starter.

Did you change oil before starting after sitting 6 months? Oil goes bad just sitting, because moisture condenses in the oil pan, which leads to acid formation that can etch main and rod bearings. Best advice is get a mechanical oil pressure gauge and hook it up where electrical unit is now to check if your oil pressure is really low or not.

ill guess you mean it cranks perfectly and will not start.
or same but runs for 3 seconds and stalls.
is the ASD relay closing? cranked?
or closes cranking as it should. but drops out mid cranking?
well if it drops out , that means the ECU saw a failure.

lets say the CMP is dead, so you get code 54?

if luckly this can work, (weak methods)
Key trick is (On/off/On/off/On/ ) see CEL (MIL) flash 2 digit codes now...
but that key off , can erase codes !!!!!!!!!! case in point spark lost.

Hi....
On your question.
Put the KEY in the Passanger door lock cylinder and turn.
If stop Flash will start ok.
If Not Do de same in the Rear Gate door.
It will deactivate the Factory Alarm.

since the computer is only supposed to send fuel and spark signals in reaction to input info, unless a wire in the harness is either grounding or crossing into an output wire, i'd think it's safe to assume the computer is doing that internally. Another reason is that if it were a wiring problem, pretty likely it would not run well after you did get it started.
The only thing I'd do aside from replacing the computer is to unplug all the sensors one by one while it is acting up, to get an idea about wether the errant signal is coming from a sensor or internally.
Likely you can get another computer from a scrapyard.for lots less than a new one. Since this is a "guess" repair, you may want to try that.
