Blower motor coms on when i shut car off
So does mine, the blower fan will just run till the temperature sensor reaches the set point, usually a few minutes. If it does not stop within 10 minutes you need to have the temperature sensor checked out.
Starter relay location

That code should be left rear(Drivers side rear) wheel speed sensor short to ground, Check to see if wiring has worn thru and is contacting metal some place. GM had problems with water getting into wiring harnesses in rear causing shorts.
Fuel regulator location
It is located on the fuel rail in the engine compartment, fuel rails are on top of the lower intake.
How do i open the hood if latch doesn't work
Have someone push down on the hood,
as you try one last time to release it, from
inside the cabin
Once open--clean & lube the round part
with the spring around it, on the hood & all moving
parts of the lower hood latch, where there are levers
& pins holding them

If you mean ECT (Engine coolant temperature) sensor, yes it can.
The ECT is responsible for turning on & off the radiator cooling fan.
However an ETC (Electronic traction control) sensor typically wouldn't cause the engine to overheat. However if there is a code in the engine computer it can turn off the traction control. So if the ETC is turning off it may be a result rather than a cause.
You'll need to check for codes in the engine computer & if there is one for the temperature sensor you most likely will need to replace it but you'll also need to check the coolant level. If it is low you obviously have a leak.
FOOT NOTE: This engine is well know for its HEAD GASKETS leaking coolant. If you are having persistent overheating conditions & can't seem to locate the cause ie; water pump, radiator, hose ect. you most likely will need to have the head gaskets replaced... & that isn't cheap.
