Turning ignition cuts off power
This may sound crazy....... but remove the battery cables from the battery, now put your thumb on the battery bolts and push them out and clean the cables behind where the bolts were making contact with the cable, take the old bolts and either clean with baking soda, or go to your local parts store and get new ones, I'd go for the new ones as there is an anti corrosion coating on them, then follow the negative cable to where it attaches to the engine, remove and clean where it attaches.

No need to remove the dash.
You need to remove the glove box. Remove the Programmer from the heater box. The heater box has studs going through the firewall attached with speed nuts on the UNDERHOOD side of the firewall . The nuts on the lower part of the box cannot be seen , so must be felt, and then removed. Place rags on both openings of heater core so as not to leak any coolant into the car. Heater box once unbolted must be artfully removed from UNDER the dashboard
