Have 1994 Cougar. When idling down upon braking
The most common causes of the smell are faulty catalytic converter, an engine running too hot or a faulty fuel pressure regulator. Another minor reason could be if your using a new place to buy fuel as different companies use different additives in their fuel.

1994 cougar will turn over but wont start, i put
If it starts when you spray in starter fluid it would sound like a fuel supply problem. Make sure you are getting fuel and have a sufficient supply. Possibly a bad fuel pump or pressure regulator.

How do i loosen belt on a 4.8 liter motor
There is a belt tensioner on all 4.8L v-8 engines...basically an arm that is spring loaded to hold the proper tension on the belt at all times without needing re-adjustment...you can buy a cheap tool set (or rent one free) at Auto Zone or most auto parts stores to do this. Attach the belt tensioning tool, pull back to release tension, and slip the belt off the pulleys...just remember to take a picture of the setup before you take it off, so you can remember how it winds back on when you buy the new one

OD light blinks
on most casrs, and For sure OLD cars. 90s
the OD warns you that the TCM is very unhappy
what is TCM tha that is the tranny brain.
(it shifts the tranny for you)
what we do is scan, it. in most cases its a jumper wire on a diagnostic connector, and it flashes out DTC error codes.
this is covered in the FSM, book. (factory service manual)
need one?
the operators guide tells this too, long lost im sure.

How to lower co readings on 1994 mercury cougar v6?
You again? :P
Put them back where they belong, up stream and down stream. If that doesn't fix it, then you have other problems with the running of the engine which need to be addressed.
There are a few other things you can do via fuel, etc. to lower it that little bit. Contact the shop in Denver to address those issues. Visit powerstrokedenver.com for the shop number.

I have 2 o2 sensors upstream and downstream before cat does this effect the co reading on colorado emissions test?
O2 sensors can and most often will affect your emissions readings. Changing the catalytic converter is USUALLY transparent to the tests, so long as they're working right.
Best suggestion, since you're spending money altering the systems anyway, is to run it. If it fails, you get one free retest. If it fails, put the O2 sensors back where they were at from factory and use the retest to check again. If the numbers are similar, you've got physical problems otherwise going on.
Overall, bear in mind that they put those sensors upstream and downstream for a reason.
