I have a 1993 plymouth colt vista it runs stalls
it's possible your problem is with the warm-up regulator. it should be sending more fuel when engine temp is low to get itself warmed up, and then go back to regular fuel pressure at operating temp. maybe it's not sending enough fuel when cold.
Lights
All of these get power from the headlight switch... start your testing there... use a meter and check for continuity across the switch terminals while switch is in on position OR just replace switch as I am fairly certain that's the problem...
How do I know if I have a vacuum leak on a 2000
This can be tricky to solve... here are a couple tips that have helped me in the past... cut about a 3 foot piece of 1/2 inch tubing and use it as a stethoscope to listen for a telltale hiss at and around the intake hoses, manifold, throttle body, and all associated hoses and components... (be careful of belts and other moving parts!) another way is to use a propane torch.. just turn it on (without lighting it) and move it slowly around all suspect areas and if the idle rises noticeably you have found your leak... of course be very careful with this method... do this in a well ventilated area and don't smoke while doing it!... What do i do?
there is a cable that the auto-seatbelt pulls and pushes from...after a while the cable gets worked into the groove and gets itself jammed and then burning up the motor that operates it. Some of the older Ford Escorts have the same problem. i haven't seen a Colt Vista's door but on the Escort i saw the slot in which the cable moved the seat-belt from the top after i removed the plastic cover. I immediately saw where it was jammed..shoved it in with a screw driver. then i removed the cover where the motor was (near the floor behind the driver's seat) and i manually cranked it to the closed position. The seat-belt was capable of being undone like a normal seat belt at the top. so i had to do that and clasp the bottom lap belt by hand for the lifetime of that car. i could have made it operational so it can jam up again but just kept it sationary to prevent that. At least i wouldn't get a ticket for no seatbelt. hope this helps.

I don't know why, but the car isn't getting fuel. If it cranks and has spark but does not fire then it is a good chance the fuel pump is no longer operating properly. Once easy way to test this is to see if you can hear the fuel pump operating. You should be able to hear it when you turn your key to the "on" position (just before starting the engine). There should be a momentary buzz from the back as the fuel pump pressurizes the line.

As far as setting the points, they are to be set when the points are at the highest point on one of the cam lobes, does not matter which one.
As far as the distributor, the rotor only has to point to the plug on the compression stroke, not the exhuast stroke.
