1999 Cougar w/2.5L Duratec. The engine
Did you check the IMRC - intake manifold runner control system ? Do you know what this is ? Plastic clip breaks , actuator rod falls off . Video's on youtube .
Headlights and dashlights went out on my 1999 mercury cougar
There are two relay's in the under hood fuse box .Low beam & high beam relay's . The B+ voltage wire for the switch is orange with a black trace . Power is from fuse F26 7.5 amp ,location -central junction box , inside the passenger compartment . Do you know where this is ? This is B+ voltage for control of the relays . B+ voltage for the headlamps comes directly from the BATTERY . Do you know what a wiring diagram is ? Free wiring diagrams here

Mercury Cougar Fuse Problem
Suggest obtain a good volt/ohm meter and trace out your circuits. Sounds like a loose connection or broken wire.
Using the Volt/ohm meter will help you locate the problem. Then replace the bad part(s).
Remember to disconnect the battery before you make electrical system repairs. Follow the shop manual steps to avoid computer issues.
Car pulls when accelerating
take it back they have not set it up correctly. its alway best to do wheel alignment on new tyres, defects in worn tyres affect the alignment.
Hand brake, stuck on.
Brake cable problem maybe , jack it up an pull the rear wheeles an brake drums ,if it has drums . Check the cable for corrosion etc.... Adjust if possible . Do you know how to do that ? Could have video on youtube showing how . Where do you live ? The rust belt , does the state where you live use salt on the roads in winter time .
I have a 99 mercury cougar 2.0l it's burning oil
That is not supposed to happen. Oil being sucked into the intake manifold. Ever. You have something hooked up wrong or not even hooked up. Be sure the line from the PCV in the valve cover is hooked to the breather case, NOT vacuum fitting on the carb. Run a full breather also, nothing missing.
99 cougar blower motor problems
Use the diagram at the link below. First check fuses 23 and 37. If good, pull out the blower relay and probe the relay socket with a voltmeter or test light. Turn the key on and turn the blower switch to high. There should be two hot terminals in the relay socket. If good, move your red lead to battery positive and probe the other two terminals. One should be solid ground and the other should show a few volts. If all good, push the relay back in to see if it clicks. If it clicks, move to the blower motor connector. Put your black lead to chassis lead to ground and probe the terminal with the purple wire. It should be hot. If yes, the problem is at the switch. Verify that yhe switch is getting ground on the black wire at the control head connector.
If you can run these tests, you will find the problem. Let me know if you get stuck.

I guess the first question is, do you need this? Your car is probably too old to have the LATCH system or the locking seat belt. The adapter that is provided is to lock the seatbelt to keep constant tension on the seatbelt when extended over the child in a booster seat. Is this the adapter you are trying to use?
Where is the Alternator fuse on my 1999 Cougar v6 2.5l?
its built into the alternator. have you checked the voltages on the battery before starting the vehicle, then checking the voltage with the engine running, with engine running it should be around 14 volts with out engine running it should be about 12.06 v or higher. anything 12.04 v or lower there is a problem with the battery or there is a short somewhere and thats draining the battery.
Engine acted like it was going to stall, then
Ignition or fuel problem probably . When you turn the key to start does the engine spin ? Crank no start or nothing happens NO CRANK - NO START ?
If the engine spins an does not start an run you need to test to see what's missing Spark or fuel . Pull a spark plug wire off a spark plug an stick a screw driver in the end an hold it near ground (metal) and have someone try to start the vehicle ! Is there spark ? Spray starting fluid into the engine , does it start then ?
