the fuses are on the driver side end of the dashboard hidden by the door when closed. there it should be a pop off panel .

MY solution was to remove the rain shroud underneath the car, and work from beneath. Route the belt over all the pulleys, leaving the tensioner for LAST. With someone above releasing the tensioner with a serpentine belt tool, you can work the belt over the tensioner bit by bit. Make sure the belt is seated correctly before engaging the tensioner.

Rusted brakes. Sometimes, you can hit the wheel/drum with a hammer and get it to break loose. You NEED to replace the brakes! Possibly the drum also

All modern cars are equipped with an Evaporative Emission Control (EVAP)
system. The EVAP system prevents fuel vapors from the fuel tank from escaping into the atmosphere. The EVAP system collects and temporarily stores the fuel vapors in the charcoal canister. The charcoal canister is filled with activated carbon pellets that can absorb the fuel vapors. When the engine is running, the fuel vapors are purged from the canister and burned in the engine.

most probable cause if the braking action is moderate is warped disc rotors
the warped disc pushes the piston in and out and that is the sensation at the pedal
if it is under sever braking , it will be the action of the ABS loosing and making pressure to stop wheel skid
get a proper diagnosis from an accredited brake specialist shop
if the discs are warped but within machinable limits , that may fix it for a while , otherwise get quality discs

I would look at the alternator. I had a grand am that would do that to me, even with a brand new battery. The alternator output wasn't able to run the vehicle and charge the battery. Alternators are picky things, especially being in Canada (which I assume from the KM), the hot and cold cycles don't play nicely with the brushes and core. I'd have the alternator checked and replaced if needed.

Once stopped, fuel injector(s) may be leaking and flooding the engine. Hook up fuel pressure gauge and run engine, then watch gauge when you turn off. If pressure quickly drops, pull spark plug(s) to see if they are gas soaked.

e steering wheel a little bit back and forth when turning the key to get it out. It may have partially locked. Spray a bit of WD 40 into the lock barrel. Don't use CRC as it will wash out the lube in the lock and the key will stick even more...
