What possible reason could be why the horns stop working?

As an owner of 1999 and 2000 Cherokee sport models, the first thing I would look at is the dash lights. Yes, the idiot lights can actually help here, because the biggest reason I have found for a Chrysler product horn to fail is the CLOCKSPRING. This is mounted under the steering wheel, and it also controls airbag operations, as well as has been found to cause problem codes with transmitions on some models. If your airbag light is on, have it serviced at a reputable shop or dealer, because you don't want the airbag to go off when you take it apart. Fixing newer cars is a crapshoot anymore, and Ive had airbags go off on me when getting people untangled from car wrecks as a Firefighter. NOT FUN. The other thing that could cause this is the horn relay, and I believe it is in the box under the hood. I found the diagram for it in another post on FixYa so you should be able to get it here. Hope this was helpful to you.

Where is the fuse box located?

Kristin most cars have 2, or 3 yours, has 2, onw in the cab and one it the engine bay. sure wish you stated symptoms. so we can go to exact spot. the wiring is complex. the engine bay is called PDC. the cab is called JB, junction box (jeep lingo) the operators guide in the glove box tells all this, and more. id recommend getting it, so you dont get stranded. I sold my 99. 5peed. all fuses and paths are shown (FSM) in chapter 8w page 10 and 12 see distribution 2 chapter here. http://www.jeep4x4center.com/knowledge-base/index.htm?utm_source=cj#service pick 96-2001 Jeep Cher. see power distribution page 2, see PDC photos. see same chapter, see, page3, see JB photos. bingo.!? the PDC is in the engine bay a larch box with a lid clearly marked open lid door, see fuses, see names on like in the cab, look near passengers right toes , and see cab box. first google hit for cab box. http://wiki.answers.com/Q/Where_is_the_fuse_box_located_on_a_1999_Jeep_Cherokee?#slide=2

see previous poster, where he begs more quite. in your case, add a 12vdc beeper to the dash flashing indicators. if you have 2 indicators, add 2 diodes to the beeper , ask. the best way is at the flasher, ( 2 diodes and beeper.) beep minus to ground beeper plus to 2 cathodes (band) 1N4004 diodes, (ubiquitous part) and the each ANODE to each side of flasher Left and right. bingo , it makes more noise. i can do a schematic easy, ask.

Keyless entry lock and panic button work. However when pressing the unlock button the locks do not move but the panic button comes on.

the car came with 2 fobs are both bad, why not try the other fob. never run any car with 1 fob always have a good spare, or it can get very costly fast. did you replace the battery in the fob yet, (yes do both , they are both at end of life, for sure) and are dirt cheap, compared to $100 shop labor rates + , why not use an ASE independent shop,,,? . you bought a key, so ... shoe drops.
