That is normal. Most cars redirect all power to turning over the engine. If everything works once the car starts--you don't have a problem.

the water pump might be bad

if the water pump was a internal water pump it runs off timing belt. timing may be out. This happens alot and it dosent have to be out much to keep it from starting. This could be the problem if it is a internal pump and happens alot. I have fix alot of cars with this problem.

do you here the fuel pump working when you turn the key?If not could be a fuse that runs the fuel pump.

Should be on the drivers side of the engine compartment, under the fuse box and the PCM.

check power distribution center under hood, fuses should be listed on top or bottom of cap

If the gas gauge is the only one acting up, and the gauge moves when the car is parked, I would expect the problem is the sending unit in the tank.

Factory or aftermarket alarm?

When was the last time you changed the fuel filter? when clogged, they will cause the engine to stall when stopped, or while driving. Inexpensive, if you can do it yourself, Part cost-under $15, for most cars. Won't do any harm to change it, know what I mean?

If this car has the 3.5L engine you are in for a treat. As a Chrysler tech I always frowned upon the task of starter replacement on these. Try to remove heat sheild from starter. It should give you the minimal clearence to remove it. I found it comes out if its positioned just the right way. You may have to experiment on trying all different positions. To be Frank... It stinks
