Hello, One of the sites that has fuse and wiring info is Autozone. They ask you to register(free) and then allow you to look up a limited number of cars for info. You will need to go to the bottom of the Webpage in the Help section. You will need to Navigate your way through free and pay sections. The info you need is in the free section.
When you get the info you can see what those fuses apply to.
Yes rewiring can cause issues. Have your battery checked for performance. A starter "draw" test and the battery test is done free at Autozone, Advance, or Oreilys.
When you have issues with the Anti-theft, it can reduce power to the starter. Sometimes a shorting battery can trigger the antitheft.
There are many unused fuse slots in a vehicle. Besides options, the fuse blocks are made for universal fit to save money.
Every circuit needs protection. The protection has to be the same Amp fuse or wires will burn or fuses will break.
What you may also wish to do is restate the problem and include the "missing issues" that you did not include the first time. It might provide a clue for us to solve your problem.

Change turn signal switch
You will need to remove the steering column cover to gain access to the mounting bolts. Use care in unsnapping the wiring connectors.
You might try pushing the Emergency flasher button if it is on the switch. The contacts in this design use the same part for the turn signals and can be misaligned through use. Pushing the Eflasher 10-15 times make shake the contacts back into position.
