Is this vehicle has a distibutor if so then change the ignitor/coil.

Highest probability is a bad igniter in the distributor. Replace the igniter controller mounted outside the distributor at the same time...good luck...

I own a 91 Mercury

Has to be a cable connection issue of some sort. Check the other end of the battery cables, either the ground connection to the chassis, or power connection to the under hood fuse box. Could be that one of the battery cables has broken inside the insulation yet the connector looks good. Try using a cheap ohm-meter to see if there is a break in either cable ...keep looking!

When im driving, the car will lose all pull and

It sounds like transmission. When the transmission begins to be sluggish. You can push the gas and the rpm will rise, but the car will not go anywhere or gain speed. Check the transmission fluid level to make sure it is at the appropriate level. If it is low, fill to proper level. This should make it go into gear better.

The fuse is shared by the other instruments...if the fuse was bad, then no fuel gauge or volt meter. Either a bad connection at the back of the instrument panel, or a bad tach...

Stearing Wheel No buttons work cruse, radio,etc Fuse?

Need more data...if you are saying the cruise control and radio don't work, then its probably 2 separate issues. Cruise control shares fuses with the instrument panel, if your gauges work then its not the fuse...if its a 5 speed could be a switch not working that operates when the clutch is pushed in (if you push the clutch, the cruise will disengage to keep engine from revving). Radio shares fuses with headlite lift motors...if your headlights pop up then its not the fuse, maybe just a bad radio...blueamber...I've owned 6 of the capris

1993 Mecury Capri Timing Belt? Fuel Injectors?

If the car was running great and then all of a sudden it started this problem and you did not change the timing belt. Then I would say its not your timing belt. Once a timing belt is on its stays timed until it breaks, unless it looses a tooth on the belt and at that point it would run really ruff all the time or not at all. If it cranks well and idles with a small skip but when you add gas it get worse. I would look at your fuel injectors and spark plugs and wires. start simple and work towards the big stuff. most of the time its simple like plugs and wires or gummed up injectors. Run some good injector cleaner as well. Hope this helps
