Where is the fuel pump relay on a 95 olds achieva

You should find a relay block attached to the tower..There should be 4 relays. Three of them will be in a row. The center relay should be your fuel pump relay. Where is the radio fuse in a 1995 OLDS ACHIEVA?
In the underside of the dash, under the steering wheel (a bit left of where the column meets the dash). It should have a label saying "FUSES".
You press it, than pull it open.

Fuel pump test
Sounds like a lean fuel condition at start up. You could be looking at a fuel pump that won't prime fast enough. Also, find the fuel pump relay and make sure it operating properly. A plugged fuel filter will cause the same symptoms as well.

raise the arm off the window, lift the plastic cover at the end of the arm where it attaches to the car, lower the arm and remove the nut that holds the wiper to the vehicle. make sure you put the wiper back in the same position when you fit it back on the car or your wiper will be out of sync with the other wiper.

How to check if cooling fan is working properly
Start the engine with hood up. Wait for it to reach operating temperature. When it does, fan should cycle on for a few seconds, then off. If it doesn't come on, turn car off and make sure fan is free spinning-no obstructions. Be careful, if engine is warm, fan can come on and start running. If fan is free wheeling, jumper it from battery to fan connector to check fan motor. If motor works when given battery voltage but still won't come on as it should (usually the engine has to be quite warm to turn on the fan-as in stop and go traffic, or long idle times), you will have to check wiring at the fan relay, check if temperature switch to turn fan on is working properly, check if computer is signaling fan to turn on at the relay. You will probably need a wiring diagram if you don't find the problem as a bad fan motor or bad relay.

if your engine isn't at the point of death; i would advise you to have one of two things did, either have your 02 oxgen sensor changed, or your fueling system cleansed. and also; I heared you say you replaced your fuel pump. if you didn't have problems starting the car it wasn't neccessary.
