Where is the turn signal flasher located?

You more likely have a bulb that is no good. The next time your signals aren't working, pull over and check to see which bulb isn't working. Make sure the turn signal is on while checking. It should only be the left or right. Not both. Sometimes you can see the blown bulb with the hazards on depending on your model vehicle. Simply check the bulb thats not blinking for a tight fit. Then replace it if thats not the cure.

THE BACKWIND SHILD SPRAYER ANT WORKING

Open the hood, have some listen while the button is pushed. You don't hear the pump run, replace it. If it does, look for leaks from the reservoir to the back of the van. No leaks, a clogged line can sometimes be blown clear with air. Take the back nozzle off first.

My bet is a leak shorting out your fuse panel since it is affecting so many systems that are unrelated except at the fuse panel. Check all fuses for burnt/blown fuses. Check for water intrusion near the fuse panel after a rain event. If this does not steer you in the right direction, you will have to get a technician to do an electrical diagnostic to find the short.
