presumable this is a diesel in which case the air will be coming from a leak in the line /filter/ or pick-up in the tank (low fuel level)

Timing belt is most likely cause of sudden shut down. The Stratus has a noninterference engine so no damage occurs and the belt change is an easy fix.Open the area. Remove the belt tensioner at the 7 o'clock position compress it and put a pin in the small hole to hold it, Line up the timing marks put the new belt on and pull the pin. Some times it;s the bearing on the crank pulley that fails. If you change it be sure to put the flange to the front, thats what keeps the belt from coming off.

All I could find was a transmission control relay in the power distribution center, under the hood. I'm not a tranny person, I just looked up the wiring diagram.

O2 sensors will do this and many times will not leave a trouble code.

The filter is inside the transmission. You need to take the pan off the bottom then you can replace the filter and the pan gasket.

From the description you've given it seems like your water pump isn't pumping water efficiently enough at idle speeds. Do you hear a chirping or any sound from the water pump? Does the belt squeak?

thats about the ASD relay. the automatic shut down relay. that gives power to the computor

The starter wire runs from the ignition switch to the neutral safety switch (located on the transmission), then to the fuse and relay, then to the starter solenoid. Pull the crank/starter fuse look at it, put it back in if it is good. This gets rid of corrosion problems. Try to start. If it doesn't I would go to the safety switch next.

Check battery! Probably flat!

drop the trans pan from the transmission the remove the filter replace in reverse order.

I know you want cheapest way to start my dodge did the same but I was able to get it started by clicking key 2-3 times by holding key in the start position and rapidly turning key , if it starts it not the relay its the starter selonoid in the starter (non replaceable)

Listen for the fuel pump when you first turn on the key to the run position. If you hear it then spray a small amount of starting fluid in air intake while someone tries to start it if the engine fires then most likely a Crank Position Sensor. The CPS controls your injectors.

disconnect the plug at the cooling fan motor and run jumper wires from the battery to the motor if it does not run then the fan motor needs replacing. if it does then your on the right track with the relay. on the bottom of the cover you remove to get to the relays they sometimes have the relay listed. if you have access to a scan tool you can command the PCM to turn on the cooling fan. if it commands the fan and the fan does not run then you start by checking at the relay.
