Alternator belt tension?
alt belt has a slip torque adjuster. belt should be set to 1/4 to 1/2 inch deflecting pushing on the belt between the longest distance between pulleys. more than that will put to much tension on the belt and less than that will cause it to slip when wet or under heavy acceleration.
How do I change the serpentine belt on a 2005
there is a tool that will fit I use a bar and push against the tensioner is easier but be careful if it slips . ouch also some breaker bars with swivel ( I use craftsman small breaker,it's thin and will just fit) will just fit down in and swivel into the socket. real pain I know.
I have a tapping noise in my 2005 neon it just startaed
check the oil make sure its full. change the oil with recommended grade oil and the filter. if this doesn't fix the issue have the oil pressure checked. neon are known to have bearing issues that cause low oil pressure and a tapping noise because the lifters are not getting enough oil. some will have the oil light flicker when engine is idle in gear. another cause for a tapping would be the belt tentioner
Fan quit working
electric fans have a few components . a fan relay usually in a cluster under the hood, temp sensor usually in the engine close to the thermostat , and the fan itself. any of these could cause the fan to stop working. most common is the fan relay . simple fix just unplug and replace. I would first check the fan to see if it runs when hot wired. simply unplug the wires and test the fan with jumper wires from the battery to see if the fans do run. if it fails replace it , the temp sensor is the most complex as it requires replacing by draining the water , removing and replacing ,be sure to use tethelon tape on the threads of the new sensor or it will leak. replace the antifreeze and make sure the system is filled completely. cycle the cooling system 5 -6 times to make sure all air is purged from system or other issues will arise.
I HAVE A 2005 DODGE
We are looking to buy the same 2005 Dodge Neon 2.0 SXT that has 150,000 miles and it does the same thing - vibrates at acceleration and lacks power. We've been told by the buyer that a mechanic said the "Harmonic "Balancer" needs to be replaced. We are hoping to be able to bring the car to a mechanic tomorrow to find out what it is and if it is a major or minor repair (which will determine if we purchase the car or not!).

I couldn't find anything specific, but most fuses/relays are in two locations - behind the kick panel under the steering column, and under the hood (usually near the battery side wheel well).
If you take the lids off the fuse box(es), there will be diagrams to show you which slow is for which fuse or relay.
Good luck!
