Doors wont lock or unlock, trunk wont open and remote wont do any good, fuses ok.
Will the switch on the door lock or unlock the doors, if so check the battery in your remote, it may be dead. Remove the key remote from your keychain and there is a slot in the end of the remote that will open it up so you can gain access to your battery. Pay close attention to the way the battery is installed before removing it. Replace the battery and try the door locks again. If they work, then you have solved the problem. If not, you have an electrical problem that you will have to trace down. From the information you have given, this is all I can tell you without seeing the car for myself.

Wont start
The only reset switch is the a fuel pump cutoff (inertia) switch located in the trunk near the driver's side rear wheel well. You'll see it if you peel the carpet back a bit - it's the red button in the black housing. However, that won't keep it from cranking.
Do you have an aftermarket remote car starter or alarm system? If so, start looking at that first - you may have an immoblizer switch in the hood. It's designed to keep you from starting your car when the hood is up. If it fails, it could keep your car from cranking. You may also have a "hidden" immobilizer switch somewhere in your car, typically under the dash.
Check your fuses/relays, including the ones under the hood. Your owners manual will tell you which are which.
All fuses and relays are fine but now hot wire to fuel shut-off switch
You probably will not get a Repair shop to do a repair this way. The fuel shut-off is a safety device. Check the crankshaft sensor if you lose fuel pressure.
What you need to do is use a Google search for a wiring layout. Using the terms "2002 Ford Crown Victoria wiring " there are some photos and diagrams which would help identify the wiring source.
As I mentioned a Crankshaft sensor, at some point the Voltage to the fuelpump is Variable voltage. Not a straight 12 Volt as a hot wire would be. You will cause problems with the fuelpump going full blast at all times.
I need to drain old fuel from gas tank
Two methods:
1. Get a siphon pump with a really long (at least 5 feet) to go in through the gas filler cap.
2. The way I did it was I disconnected the fuel line from the fuel pump assembly on the tank, attached my siphon pump hose to the fuel line and pumped it clear.
Squealing noise when i crank up and smell of something burning
then something is frozen with in the Serpentine Belt System, the Belt is squealing on the Frozen Pulley Raise the Hood Start car Look for the Pulley Not turning, there are about 5 different Pulleys, so it could be any one of them, starting With the Alternator Which is the Most common , then You may have 2 idler Pulleys, A Power Steering Pulley and A Water Pump Pulley, Can't tell You which one with out seeing it. Sorry
